昨天我去催了一下，Vijay Pande得回复如下：
I have been considering RPH's plan and we are looking into whether this would work.
This is clearly a serious issue which we can't "mess around" with, so this will take a while to roll out.
I'll post more info at that point. Until then, I'll lock this thread (since it looks like this has run its course).

How about a poll system?

The client -config would have an option to set a vote for the team leader. Each vote would be weighted by the voter points in the team. Then the leader would be the one with the more votes/points.

Say:
User A votes on User X. User A has 1,000 points.
User B votes on User Y. User B has 2,000 points.
User C votes on User X. User C has 1,200 points.

User X than will have 1,000 + 1,200 = 2,200 points and is the leader.

Any misbehavior of the leader could be immediately corrected by the team members.
